SETS A SUNSET CLAUSE OF THREE YEARS

ON ALL NLGA POLICY RESOLUTIONS

 

Whereas, a sunset clause is a provision providing that a resolution will expire on a particular date, unless it is reauthorized by the membership, and

 

Whereas, without a sunset clause a resolution of the National Lieutenant Governors Association (NLGA) continues indefinitely as a binding statement of the NLGA, and

 

Whereas, the membership of the National Lieutenant Governors Association (NLGA) changes over time, and   

 

Whereas, the nature and circumstances surrounding an issue at a given time may change profoundly with the passage of time,  

 

Therefore be it resolved, that the (NLGA) places a sunset clause of three years on all NLGA policy resolutions, and

 

Be it further resolved, expiration occurs three years from the time of passage at the next regularly scheduled meeting during which resolutions can be passed, and

 

Be it further resolved, that this clause is effective for all resolutions at this meeting and moving forward,

 

Be it further resolved, that this resolution “Sets a Sunset Clause of Three Years on All NLGA Policy resolutions” is specifically included and sunsets in three years with all resolutions passed at this meeting, and

 

Be it further resolved, the staff of NLGA shall make NLGA members aware of resolutions, by title, which will expire at the next regularly scheduled meeting, and

 

Be it finally resolved, that in keeping with the terms of this resolution that notice be given of sunsetting resolutions, no resolutions will sunset until March of 2010.  All resolutions which are three years old or more than three years old at the March 2010 NLGA Meeting in Washington D.C. will sunset unless specifically reauthorized.
