Notes:  Business attire for all sessions and events.  Meals will be listed so individuals may plan accordingly for medical or dietary needs.  NLGA happily complies with ADA with advance notice – call (859) 283-1400.   Times on the agenda which are marked Designated by Lt. Governors As Unscheduled Time are to be left open by all unaffiliated groups, per the NLGA Executive Committee and NLGA “Other Caucus” Policy.  See this agenda book for a full text of that and all NLGA policies.  NLGA sought one Embassy event this year, per the Executive Committee in December, leaving the later hours of the second evening unscheduled so individual lt. governors may attend to state specific business.  There are to be no group, subgroup, or unaffiliated scheduled events in this time. The Executive Committee in December prioritized for NLGA staff a need to request early morning/other Congressional briefings.  A confirmed Congressman may substitute or leave an agenda gap if there is a last-minute cancellation.  NLGA staff thank Lt. Governors Bolling (VA), Brown (MD), Halter (AR), Aiona (HI), and Bell (UT) for their active assistance and input in securing speakers for this meeting.  NLGA thanks Lt. Governors Brown (MD) and Murray (MA) for their active assistance in securing funding for various NLGA meetings across this fiscal year.

In December, NLGA solicited NLGA members for interest in shooting an asthma awareness PSA.  A taping team from the Environmental Protection Agency (EPA) will be on-site at this time to tape the ads as follows:

Economic Growth & Employment in the Short Term

The Congressional Budget Office (CBO) is tasked to provide objective, nonpartisan, and timely analyses to Congress to aid in economic and budgetary decisions.  The CBO Panel of Economic Advisors contains some of the nation’s preeminent economists.   Based on February testimony prepared for Congress, a CBO representative will outline policies for increasing economic growth and employment in the short term.  The Director of Federal Affairs for the National Governors Association (NGA) will then forecast upcoming Congressional actions with a potential to further impact states.

NLGA Morning Plenary:  North American Trade & Transit
North America represents the world’s largest free trade area linking 444-million people producing $17-trillion worth of goods and services, according to the U.S. Trade Representative.  In 2008, Canada and Mexico were the top two purchasers of U.S. exports and they were the largest and third-largest suppliers of goods imported to the U.S.  Canada and the U.S. maintain the world’s longest shared border, while the U.S. and Mexico border is acknowledged as the most frequently crossed border in the world.  This plenary explores the roles of states and lieutenant governors in impacting these phenomenal inter-relationships during a period of worldwide recession, balancing security, accountability and shared financial needs.  The top envoys of North America will provide keynote remarks on the vitality of this continent and its relationships.

NLGA:  STEM Education & Robotics Competition

Many state officials work to promote STEM education (science, technology, engineering, and math) to bolster future American economic competitiveness.  One goal is to engage learners at all levels in a motivated way to work effectively on complex issues involving STEM disciplines.  Founded by a National Inventor Hall of Fame inductee, the FIRST (For Inspiration and Recognition of Science and Technology) Robotics Competition helps students discover the rewards and excitement of STEM.  Lieutenant governors may play a specific role in these efforts.

The Office of the U.S. Trade Representative says China is currently the 2nd largest goods trading partner of the U.S. with $407.5 billion in total (two ways) goods trade during 2008.  NLGA is in its third-year of an exchange program with China which sees a NLGA delegation visit China each Fall.  The hosts of the evening are pleased to showcase their new Embassy, and possibly their new Ambassador.

A member of the Fiscal Planning Task Force of the New York lieutenant governor, Dr. Robert Ward is a national expert in state fiscal policies.  He will discuss state and territorial budgets for the next few years and highlight “best practice” innovations you may apply from other states or academia.  Specific innovations used by some states for higher education funding and prison population management will then be detailed.

Named one of the nation’s Top 50 Chief Information Officers (CIOs), the first speaker will share insights on new use of information technology in transportation security for aviation, maritime, rail and road.  Over at the Centers for Disease Control (CDC), changes announced at the new year aim to improve the collection and use of data to better support state health departments.  A leader who’s managed major medical portfolios at the Veterans Administration (VA) and the CDC will detail innovative plans for the collection, dissemination, and coordination of public health information, including vaccine management.

The concept is an enhanced primary care model through which care teams attend to the multi-faceted needs of patients, providing whole person comprehensive and coordinated patient-centered care.  Advanced in 2007 when four major physician groups agreed to a common view of the patient-centered medical home (PCMH), eight states are currently piloting learning, awareness, and policy to support medical homes within Medicaid and Children's Health Insurance Program (CHIP) programs.

This veteran malpractice defense lawyer is the chief risk officer for a health system with 18,000 employees and a $1.5 billion annual budget.  He has testified to Congress, the National Governors Association, and in other national health reform settings on the cost-saving, “proactive and principled approach to claims” he implemented at the University of Michigan which focuses on an early error disclosure system and making patient safety the centerpiece of liability reform.
