JULIA HURST Executive Director, National Lieutenant Governors Association
Julia Hurst has nearly twenty years of state government experience working in the public, private, and non-profit sectors and she has won national recognition as a manager, communications, and research professional. Julia’s career started in the private sector as she lobbied in nearly 20-states and was Director of a Political Action Committee (PAC). She moved to the public sector as Chief of Staff for a 75-person caucus for four legislative sessions in a statehouse. She has been in association management for more than 10-years, including 2 years as Chief Operating Officer (COO) of The Council of State Governments (CSG). Julia became Executive Director of the National Lieutenant Governors Association (NLGA) in 2002.
Julia serves on the Alumni Advisory Board of the Harry S. Truman School of Public Affairs at the University of Missouri and she was a member of the 2009 Public Integrity Award Selection Committee for the American Society of Public Administration. She is an alumnus of the American Council of Young Political Leaders (ACYPL) having traveled to the Philippines for an Asia-Pacific Economic Conference and she co-hosted a delegation from India. In 2008, she traveled across China with NLGA on an economic development and humanitarian mission. She is now working with USAID and NLGA on a multi-year economic development exchange with Mexico. Julia holds a Master’s degree in Public Administration, a Bachelor’s degree in Broadcast News & Public Affairs, and she is a nationally Certified Meeting Professional (CMP).
Julia is experienced in every media. She was a radio news reporter, including time in a top-30 market, and was General Manager of a local cable television station. She is a frequent author for Capitol Ideas (formerly State News) magazine and The Book of the States. In 2009, Hurst became a published author for Arcadia Publishing writing “Images of America: Fort Wright (Ky).” Julia has served as a national, regional and local spokesperson for government leaders, cable television, and a health insurer. She has worked with USA Today, the Washington Post, National Public Radio and hundreds more outlets. The U.S. Protocol Office has said Hurst is “the nation’s official” on the office of U.S. lieutenant governor and she has contributed to research efforts on state government and the office of lieutenant governor.
As COO of CSG, Hurst was assigned to work with
the nation’s lieutenant governors evaluating the financial and managerial status
of NLGA (then NCLG). Recognizing the challenges and the opportunities
for NLGA, Hurst applied for the position of Director and was hired. In her
first five-years at NLGA, Hurst quintupled cash-on-hand and simultaneously
increased investments 30%. “Ending Cervical Cancer in our Lifetime,” a national
NLGA campaign under her management, was recognized as one of the top six
association programs in the nation in 2007. “The Lieutenant Governors’
Challenge,” a cardiovascular campaign running 2008 – 2011, won national
recognition from the American College of Cardiology. In 2010, Hurst was
recognized by the American Steel Industry with a national award for her success
in developing public-private partnerships.
